	Description:		The US has introduced new rules which will limit the export of electronic chips and other technological components to China. The aim is to limit the country's access to components which can be used in supercomputers, artificial intelligence and advanced weapons. William Reinsch from the Center for Strategic and International Security explains why the move is being made now and what the ultimate aim is.
