Toomey is a partner at BSG, a consulting and research firm that has collaborated with Cook Political Report and GS Strategy Group on The Swing State Project, which aims “to better understand how voters in the seven key battleground states are evaluating the many cross-pressures of the presidential and down-ballot races in their states.” Toomey discusses their findings, and whether Harris’s infusion of fresh energy is enough to steady the swing in pivotal places.
