It could be both - it could be neither.  I give you all the evidence you need to make an informed call!  My verdict is both are apparently incapable of building a champion!  

Bucs signed Cole Beasley because, in part, Julio Jones in hurt - again.  Does Ballard get credit for not signing Jones - or blame for not signing Beasley?
