Drought has already caused violent clashes, deadly protests and a spate of farmer suicides. Now tensions between the two nations have been ratcheted up by an acrimonious dispute over a proposed dam on the River Indus. He starts at the local and interprovincial level, where the absence of formal dispute resolution mechanisms has led to an escalating threat of violence.
