The Scottish Parliament recently, unanimously, passed the Scottish Social Security Bill, paving the way for the transfer of a certain percentage of welfare payments from Westminster to Holyrood.

 These payments will include Personal Independence Payment )PIP) which can be awarded to those who are registered as blind, or severely sight impaired.
