Some state officials and consumer advocates in Maryland, West Virginia, and Kentucky are pushing back against the power of regional transmission organizations. But utilities argue that making decisions in private — under the current RTO system — is more effective and that reforms are unnecessary. Plus, DOE proposed lowering the calculation used to determine the equivalent fuel economy of electric vehicles by more than 70 percent.
