Description: A federal judge cleared the way for construction to resume on an offshore wind power project in New York. It's the second time this week a court ruled against the Trump administration's efforts to kill new wind power facilities. Wind is responsible for producing about 10% of all electricity in the U.S., but the uncertainty is having an impact. Miles O'Brien reports for our series, Tipping Point.
