Description: The US Environmental Protection Agency has announced plans to scrap the Clean Power Plan, an Obama era bill to restrict carbon emissions from coal-fired power stations. It will instead allow individual states to decide for themselves just how little regulation their power plants need. Also in the programme: Reports that Al Qaeda's chief bomb-maker has been killed.
