A bill that would put more limits on when police officers can use deadly force has cleared its first hurdle in the state legislature. The legislation was inspired by the police shooting death of Stephon Clark, an unarmed African American man, in Sacramento last year. The measure moved forward after a tense committee hearing Tuesday.
