Description: Proposition 10 would repeal the Costa-Hawkins Rental Housing Act and allow cities and counties in California to enact more comprehensive rent control laws. Currently, the 15 counties in the state with rent control are not allowed to place limits on single-family homes or units built after 1995. Costa-Hawkins also protects landlords' ability to raise rents to market rate after a tenant moves out. As part of our election 2018 coverage, we'll hear from both sides of the Proposition 10 debate, which has fueled $60 million in campaign spending.
