Description: In his 2009 proposal to the Ministry of Education and Finance he suggested that Zambia implement a two-tier public education system, turning a few schools into fee paying schools, "so that we can attract the Zambian middle class who are now paying $2000 - $5000 a year sending [their] kids to private schools." He explained that, "The thinking behind it, was to  decongest existing schools and allowing government to focus on poor neighborhoods while the rich are allowed to fend for themselves. In the name of the poor everything is being run down, people with money are sending kids and patients to private schools and hospitals owned by foreigners and overseas and in both cases we are seeing huge financial leakages in our economy." Musaba talks to us about his proposal and the response he got from GRZ.
