	Description:		Which tiny country has created a model for digital government? Estonia, population 1.3 million, has a digital ID that allows you to travel within the European Union. It's your health insurance card. It gives you proof of identification when you're logging into a bank account. You can vote online. You can check your medical records, submit tax claims and you can use the e-prescription service. Estonia also has the most unicorns – start-ups worth at least a billion dollars – of any country in Europe. And all this is in the thirty years since it achieved independence from the Soviet Union.
