County provides some clarity for $6.3 million dollar Joshua Tree sewer exploration

San Bernardino County provided some clarity on the $6.3 million set aside for a Joshua Tree sewer exploration at Tuesday’s meeting of the Board of Supervisors.

That $6.3 million in funding was part of a larger $31 million allocation on the consent agenda at the December 16 meeting. Other than some line items on the agenda, there wasn’t a lot of information available on the Joshua Tree Sewer Infrastructure Project. 

San Bernardino County Public Information Officer David Wert contacted Z107.7 and provided a breakdown of what that funding is for.

First up – the action at Tuesday’s meeting only authorizes early-stage planning and feasibility work and doesn’t approve any construction or implementation of a sewer system.

That work will evaluate whether a sewer project is feasible for Joshua Tree and if the community wants to pursue such a project. The funding provides a district formation which will include public engagement meetings and a vote by property owners. It will also support a Local Agency Formation Commission (LAFCO), coordination with the Joshua Basin Water District, site identification research, preliminary planning, design concepts and system sizing, as well as environmental review and assessment.

And while $6.3 million may sound like a lot of money, that amount alone would not cover the construction of a sewer system. According to the Hi-Desert Water District, Phase 2 and 3 of the Yucca Valley Sewer System is estimated to cost around $180 million.

Wert says that the board action was necessary because County staff cannot begin formal planning, agency coordination, or community engagement without that funding in place. With it approved, County Special Districts staff can begin evaluating those next steps which will include formal discussions with the Joshua Basin Water District and community engagement.

Any future steps beyond that initial exploration will require additional analysis, public input and separate board actions.
