The Sixth Plenum of the Communist Party of China came to a close on October 28. The major theme of this year’s plenum was intra-Party supervision—emphasizing that even Politburo Standing Committee members are not above party regulations. Perhaps the most significant news to come out of the plenum was the designation of Xi as the “core” of the leadership, a title previously granted to Mao Zedong, Deng Xiaoping, and Jiang Zemin. Observers differ over whether Xi’s new title is evidence of his strength or weakness.
