Despite historically strong party-to-party ties between Hanoi and Beijing, territorial disputes and competition for influence in Southeast Asia have led to increased tensions between Vietnam and China. General Secretary Nguyen Phu Trong’s official visit to China at the start of 2017 seemed to indicate both countries were working to stabilize relations. However, in June, Vice Chairman of the CMC Fan Changlong, cut short his visit to Hanoi, and a joint military exercise was subsequently cancelled.
