Next week, the Migration Advisory Committee will publish its government-commissioned report on the impact of European migration on the UK.
But ministers have yet to produce their plans for how the immigration system will work after Brexit.
Sir David Normington was permanent secretary at the Home Office for five years until 2010 and is now chair of the council at Warwick University. He spoke to Martha Kearney about why immigration was such a difficult policy area.
