Dropping speed limits by as much as 40 kilometres per hour in some places will slow freight movements and add extra costs. Transporting New Zealand Chief Executive Nick Leggett told Mike Hosking that sadly it isn't a surprise evidence hasn't been produced for these serious transport decisions.
