Description: One of the central issues at play in Samoa's ongoing political standoff is the country's 10 per cent gender quota, that stipulates the need for women to occupy 10 per cent of parliamentary seats. But to stand as a candidate, you must have a matai, or chiefly title. So there's a call for more to be done at the village level because many communities still will not allow woman to sit on local councils even if they have a matai, or chiefly, title.
