Leavitt has experience -- as a close adviser to Mitt Romney, the GOP's rallying cry for healthcare reform was "repeal, repair, replace." However, Leavitt does not think it's realistic to turn back the clock to the time before the reforms were put into law. Instead, he thinks parts of it can be repealed, parts of it will be replaced, and some of it will indeed be repaired.
