Well 不靠谱 is an adjective, 不靠谱 could be translated into sketch or sketchy, “不”具有否定的含义，“不”means "not", 靠是贴近，靠近的意思，靠 means next to or adjoin. 谱是乐谱的谱，谱 means music score, 所以不靠谱的字面意思就是不靠近乐谱，就是偏离规章制度，不可信不可依赖不切合实际的意思，不靠谱means unbelievable and unreliable，north Chinese use this word very frenquently, we use 不靠谱 to depict someone who is sketchy or something that is unrealistic.
