"Invisible" is what murdered five-year-old Malachi Subecz had become, to the government agencies supposed to protect him. That's one of the findings of an independent review into his care and protection - it also makes 14 recommendations, including mandatory reporting of suspected child abuse and vettting of caregivers for the children of inmates. The five-year-old was tortured and murdered by Michaela Barriball, the woman Malachi's mother trusted to look after him when she was jailed. Whānau reported his alleged abuse to Oranga Tamariki - but their concerns were dismissed. That was in June 2021. By November, Malachi was dead.
