The Government excise on tobacco and tobacco products is aimed at discouraging smoking and battling smoking related cancer, but to criminal syndicates, it’s an opportunity to dump cheap illicitly imported tobacco onto the black market, denying the government–and taxpayers–of millions of dollars in legitimate revenue.
