But they often have lots of debt and aren't able to prioritize ocean protection over other needs. Mark Tercek and his team at The Nature Conservancy see a way to solve both problems at once: buying a nation's debt at a discount and restructuring it to give them lower payments, in exchange for the government's commitment to protect its coastal areas.
