	Description:		I will use an analogy a good friend gave me, to describe the shooting between Frank Lyga and Kevin Gaines. Imagine the upper level management team of the LAPD, coming off Rodney King, OJ, the murder of and the murder of an up-and-coming Hip-Hop star in the city. So picture a starched white shirt LAPD commander, about to dig into a steak at The Palm, and you get the news that two of your cops have gotten into a shoot-out in broad daylight, and guess what — one of them is an undercover cop, and the other cop — African-American and someone who has a bad jacket. The commander has to be like "fuck me man" before he can even get a bite in. Can you imagine the Press Office at that moment — you couldn’t make this up. While Lyga/Gaines was this fluke incident, it now will forever be attached to Rampart, to Biggie, to David Mack & Rafael Perez. I had to tell this story, in large part to give Frank Lyga the opportunity to set the record straight, but also to shed light on how things were handled by Police Chief Bernard Parks, and his cronies at Parker Center.
